Gratitude for this is difficult to measure financially, especially when it comes to the state, whose honor and freedom these people were able to worthily defend.

But at least once a year, officials remember that they need to thank the veterans of the Great Patriotic War. Patriotic War 1941–1945 and all those who were able to survive it. Therefore, every year the president issues a decree on the payment of one-time assistance to veterans on the next anniversary of the Second World War, and the government issues a decree on who and in what amount such payments are due. 2018 was no exception. Presidential Decree Russian Federation dated 05/06/2018 No. 195 “On a one-time payment to certain categories of citizens of the Russian Federation in connection with the 73rd anniversary of Victory in the Great Patriotic War of 1941-1945” was adopted on May 6.

Recipients of a lump sum payment

In May 2018, almost 110,000 citizens of the Russian Federation should receive one-time assistance in the amount of 10,000 rubles retirement age. These will be not only pensioners from Russia, but also our fellow citizens from the Baltic countries:

• Republic of Latvia,
• Republic of Lithuania,
• Republic of Estonia.

Unfortunately, it was in these countries that WWII veterans were practically outlawed, so Russia took upon itself the functions of supporting them. In connection with the 73rd anniversary of Victory in the Great Patriotic War, officials will pay money to the following categories of citizens:

• WWII veterans and persons equivalent to them;
• disabled people of the Second World War,

who live in Russia or in the Baltic states listed above. At the same time, pensioners who were born between 06/22/1928 and 09/03/1945 and belong to the category of “children of war”, unfortunately, are not entitled to this payment. Children of war and their defenders have long been seeking recognition from the state that they suffered significantly from the Second World War and have the right to state support and benefits on an equal basis with veterans, but so far no definite decision has been made regarding them at the federal level. No, they, of course, have a number of benefits, for example for treatment, but they are not yet entitled to one-time federal assistance for Victory Day.

How and when to get 10,000 rubles

The President adopted the Decree. The government must ensure its implementation. Simply put, make sure that all war veterans and disabled people receive this money on time and in full.

Payments to veterans and disabled people of the Great Patriotic War in Russia will be carried out by territorial branches of the Pension Fund. They have lists of all pensioners and veterans, so there is no need to write any additional statements. The funds will be sent to veterans in the way they usually receive pensions: to a bank card, to a current account or in cash at the post office.

At first they promised that all veterans should receive 10,000 in early May, even before Victory Day. But the decree on this was signed only on May 6, and the Government Resolution, although it was adopted promptly, came into force only on May 15. And the Pension Fund reported that payments will take place in May and June. Therefore, if you or your family have not yet received the required 10,000 rubles, you will have to wait a little. But really not much - very soon the money will arrive to you.

Veterans from Lithuania, Latvia and Estonia will also receive lump-sum payments by May 9 from the Pension Fund with the help of the Ministry of Defense and support departments at embassies (consular departments of embassies) of the Russian Federation in the Baltic states. The money will be paid in cash or sent by transfers also according to the lists available to officials. So neither the pensioners themselves nor their relatives need to worry about collecting documents and writing an application.

Help for children of war

Although pensioners who were children during the war will not receive federal payments, they have a chance to receive support from regional authorities. In many constituent entities of the Russian Federation, at the local level, regulations have been adopted on cash payments for Victory Day to war children. For example, in 2018, pensioners-children of war who live in the Ulyanovsk, Vladimir and Irkutsk regions, Moscow and St. Petersburg can expect from the authorities from 1,000 to 2,000 rubles. Not only Russians, but also Baltic veterans living in Estonia, Lithuania and Latvia will be able to receive payments for Victory Day 2020. Their inclusion in the list is due to the fact that the Baltic authorities do not recognize the role of the Soviet Union in the victory over fascism and do not support veterans.

How to get it?

A one-time payment by May 9 will be automatically “added” to the May pension, therefore a separate application to Pension fund no need to submit. The Pension Fund of Russia has all the data on recipients of the increased benefits. In extreme cases, employees may require additional paperwork.

Pensioners will receive money in the usual way, the same way they usually withdraw their pension:

• cash at the post office;
• transfer to a card or savings book;

From regional authorities

In connection with the celebration of the 75th anniversary of Victory in the Great Patriotic War, the authorities of the constituent entities of the Russian Federation are providing their one-time payments to veterans, home front workers and other categories of citizens. They annually determine those who will receive local bonuses.

In the Irkutsk region, the Governor signed a Decree in which he decided to pay 10 thousand rubles to veterans and disabled people of the Second World War, minor prisoners and family members of deceased participants and disabled people of the Second World War.

In the Volgograd region, according to Resolution No. 610-p dated December 9, 2019, war participants and disabled people will receive 5,000 rubles each, and home front workers, blockade survivors, minor prisoners and spouses of WWII participants will receive 1,000 rubles each. From April 22 to May 13, 2020, a completely free flight, without charging fees, is provided to:

- widows of workers who collected ammunition and military equipment;
- widows of soldiers killed during the war;
- widows of soldiers who were disabled for military reasons;
- widows of soldiers who participated in the liberation of besieged Leningrad.

The only caveat in this case is that the widow will receive benefits until she marries again. After marriage, she will lose all rights to receive these payments and benefits, which were based on the military experience of her deceased husband.

Compensation for WWII veterans belonging to a separate category of war participants

In addition to the main package social support, there are additional privileges for veterans belonging to certain categories of WWII participants:

1. Participants in battles during the Second World War can count on:
   • vocational training at the expense of the employer.
2. Residents of besieged Leningrad and workers at construction sites of strategic importance can receive:

3. Disabled war veterans have the right to claim:

   • increasing the duration of additional leave at your own expense to 60 calendar days;

Monthly compensation for WWII veterans from the state

WWII veterans are not deprived of the right to simultaneously receive labor, military and disability pensions. State pension WWII participants receive for their length of service or work in government agencies.

Monthly cash payments (MCB) are an additional measure of financial support for veterans. Receipt of this benefit does not limit the veteran’s rights to a pension. The current EDV size is:

• 4,795 rubles for disabled people of the Second World War;
• 3,596 rubles for WWII participants;
• 2,638 rubles for WWII veterans and residents of besieged Leningrad;

• mother or father of a veteran;

Family members retain the right to receive the following types of social support:

• monthly payments, the amount of which varies depending on the merits of the deceased;
• apartment under a social rental agreement;

• discount on payment utilities in the amount of 50%;
• free vouchers to health resorts, subject to availability medical indications for health procedures;
• enrollment in a nursing home without waiting in line;
• social services at home without payment.

Compensation for the burial of a WWII veteran

When it comes to compensation for the relatives of a veteran of the Great Patriotic War for funeral expenses, we mean reimbursement of 100% of the following costs:

• to arrange a funeral in a cemetery chosen at the discretion of the family;
• transportation of the body to the burial place;
• preparing the body for burial or cremation;
• installation of a monument at the grave.
