Official holidays in the Republic of Tatarstan

Non-working holidays of the region are established by clause 1 of Art. 1 of the Law of the Republic of Tatarstan dated February 19, 1992 No. 1448-XII “On holidays and memorable dates Republic of Tatarstan" (as amended by Law No. 67-ZRT dated September 29, 2016).

These include:

  • Day of the Republic of Tatarstan;
  • Constitution Day of the Republic of Tatarstan;
  • two Muslim holidays - Eid al-Adha and Kurban Bayram.

Please note that contrary to general rules these non-working holidays, if they coincide with Saturday or Sunday, do not entail the transfer of days off. This is stated in paragraph 5 of Art. 1 of the previously mentioned law No. 1448-XII.

According to paragraph 4 of Art. 1 of the above law, the days of Muslim holidays, the actual dates of which depend on the lunar calendar, are determined by a separate decree of the President of the Republic of Tatarstan.

In addition to the holidays established by the law of the Republic, the all-Russian holidays mentioned in Art. 112 Labor Code of the Russian Federation.

The six-day calendar looks like this:

Standards of working time in the Republic of Tatarstan during a five-day week in 2019

The calculation of the standard working time for a 5-day workweek for a specific month is done like this. The length of the working week (40, 36, 24 hours) is divided by 5. The result is multiplied by the number of working days of the month and the number of hours by which pre-holiday days are reduced according to the law is subtracted.

Here is the calculation for a 40-hour work week:

40h. / 5 days x 243 days - 9 hours. = 1935 hours

How do we relax in November 2019 with a five-day working week in Russia?

The 5-day workweek in November includes long weekends. This situation is observed due to the onset of National Unity Day.

On the 2nd, 3rd and 4th, those who work 5 days a week do not work. There are no pre-holiday shortened days. Below are the dates on which Russians vacation:

  • 2nd, 3rd and 4th (Saturday, Sunday, Monday);
  • 9th and 10th (Saturday, Sunday);
  • 16th and 17th (Saturday, Sunday);
  • 23rd and 24th (Saturday, Sunday);
  • 30th (Saturday).

Is November 1 a short working day or not in 2019 in Russia?

Conclusion: November 1, 2019 will be full time, no cuts. There is no reason for November 1, 2019 to be a shortened working day, unless it is already a shortened working day in your organization.

Are there transfers of days in November 2019 or not?

The authorities did not initiate any transfers for November of this year. There are no additional days of rest, so those operating 5 work shifts per week will face a long weekend of 3 days (2nd, 3rd and 4th). For a 6-day week, the long weekend will take place on the 3rd and 4th.

The production calendar is a document that dictates the official rhythm of work for the Republic of Tatarstan and the entire Federation. It is he who determines how many days a year will become working days, how many days will be days off, and what will be the standard working hours in each quarter and month.

This calendar is a necessary tool in the work of accountants, timekeepers, personnel officers and accountants. Using it, enterprises prepare official reports to government agencies, plan vacations and calculate hourly tariff rates.

In a word, a chronograph deserves the most serious attention and precision in its composition. Every year a group of specialists from departments and associations regulating labor relations works on its project. Their main task is to optimize the country’s work schedule, taking into account the requirements of labor legislation. For example, alternating days of work and rest when holidays fall on regular weekends must be planned in such a way that the employee has the opportunity to receive the weekly uninterrupted rest provided for by the Labor Code for at least 42 hours.

All weekend movements are documented at the level of the federal and republican Governments.

Calendar structure

For convenience and uniform reading, adopted special shape calendar In addition to the standard grid with a visual designation of “red” dates, it contains data on accepted work standards by hours and days for three types of schedules: 40, 36 and 24-hour work weeks. The amount of time that should be devoted to work is given in total monthly, quarterly and at the end of the year.

This presentation of information greatly facilitates accounting and eliminates discrepancies when carrying out various calculations.
The calendar is always accompanied by comments that provide explanations decisions made with reference to legal grounds.

Its own regime in Tatarstan

The production calendar of the Republic of Tatarstan is developed on the basis of the federal calendar. Its main difference is the additional non-working days on Uraza Bayram and Kurban Bayram, as well as on republican events - Republic and Constitution Days.

Since the dates religious holidays have a “sliding schedule”; they are established annually by a special Decree of the President of the Republic of Tajikistan based on information from the Spiritual Administration of Muslims.

How will we work and relax?

The federal production chronometer provides for 247 working days and 118 days off and holidays. In Tatarstan, exactly a third of the year is non-working - 122 days out of 365.

In the first eight days of January, all Russians will have a rest during the Christmas holidays. February 23 and March 8 are gender holidays. Then we rest in May on the 1st, 2nd and 9th. In June we celebrate Russia Day and in November - National Unity Day.

Working residents of Tatarstan additionally will receive rest days for the listed holidays June 15 on Eid al-Adha, August 21 on Eid al-Fitr, as well as on August 30 on Republic Day and November 6 on Constitution Day.

In 2018, the republican calendar established pre-holiday working days as February 22, March 7, May 8, June 14, August 21 and 29. They immediately precede the holidays and are officially shortened by an hour.

In addition, according to the current legal norm, due to the transfer of holidays workplace It will also be possible to leave early on April 28, June 9 and December 29 next year. For comparison: in the all-Russian calendar in the coming year three shorter days less.

When to work?!

The result of optimizing the work and rest schedule was the emergence of so-called long weekends. These periods are a kind of respite in a series of everyday work, small vacations for adults, when you can take a break from work and gain strength for a new breakthrough. In Tatarstan, long weekends are expected in most half of the months. The first half of the year will be especially generous for holidays:

  • in January - from the 1st to the 8th (8 days);
  • in February - from 23-25 (3 days);
  • in March - from 8 to 11 (4 days);
  • in April-May - from 29 to 2 (4 days);
  • in June - from 10 to 12 and from 15 to 17 (3 and 3 days).

The next mini-vacation for 4 days will come only in November - from the 3rd to the 6th. And the duration New Year's holidays will be a whole decade, taking into account the weekends that fall on the last two days of the year.

As always, the shortest working month will be January - only 17 working days. By the way, these days will be the most “expensive” of the year, because the entire monthly salary when calculating the average daily earnings will be divided only into 17 days. Therefore, every missed January working day will have a noticeable impact on your salary. Of course, this is only relevant for employees on a fixed salary.

Let's rest longer

For Tatarstan, the number of non-working days is increasing in 2018.

Accordingly, the number of working hours will decrease slightly and, with a standard 8-hour working day, will be 1935 versus 1955 in the outgoing year. For those who work 36 hours a week, the stipulated standard of work will be 1740.6 hours. And if the duration working day is 4 hours, then the annual norm will be equal to 1157.4 hours.

Stay tuned for page updates! Because There may still be changes in the calendar.

The 2020 production calendar of Tatarstan is approved taking into account regional holidays, including religious ones. When creating work and rest schedules, employers in the region are guided by the republican production calendar, which provides for more days of rest compared to federal standards. But such a reduction in working days does not affect the level of wages; the regional authorities set their own standards for hours worked based on the results of the year, which guide the enterprises of Tatarstan.

The production calendar is updated annually, since in each year separate legal acts establish dates for the transfer of weekends that coincide with public holidays. At the regional level, adjustments are most often due to the need to correlate the work schedule of enterprises with significant religious dates, which are determined according to the lunar calendar - this fact leads to the fact that some republican holidays are moving, their date cannot be fixed once for several years in advance.

Production calendar - 2020 Tatarstan with holidays

The production calendar is used to monitor employees’ compliance with standards for hours worked in days and hours; on the basis of this, the internal daily routine is drawn up for each business entity. If an employee whose wages are paid on a time-based basis does not work the quota specified in the production calendar, he will lose wages.

The production calendar shows which days are non-working - all weekends and holidays are highlighted in it. If employees are involved in work on these days, the employer will have to pay an increased amount.

At the federal level, the list of holidays is regulated by Art. 112 Labor Code RF:

    New Year holidays cover the period from January 1 to January 8, Christmas (January 7) also falls within this period;

    in February, an additional non-working day appears due to February 23 – Defender of the Fatherland Day;

    in May, holidays fall on the 1st and 9th (Spring and Labor Day, Victory Day);

    Russia Day is celebrated on the 12th of June;

The 2020 production calendar of Tatarstan with holidays, approved in the region, also contains additional non-working days. The right to expand the list of holidays (including religious ones) on which employed citizens are given a day off has been granted to regional authorities. The fact that the state authorities of the constituent entities of the Russian Federation have such powers is also stated in the Resolution of the Presidium of the Supreme Court dated December 21, 2011 No. 20-ПВ11.

Additional holidays on the territory of Tatarstan were introduced by republican law dated February 19, 1992 No. 1448-XII (as amended on September 29, 2016):

    non-working holidays in the region also include two Muslim holidays, the dates of which are determined according to the lunar calendar, so they are celebrated on different days every year - Eid al-Adha and Kurban Bayram.

Dates for postponing public holidays are regulated at the federal level. In 2020, the weekend is being moved from January 4 and 5 to May 4 and 5 (Government Decree No. 875 dated July 10, 2019).

Regional authorities decide to introduce additional holidays, but do not have the right to reduce the list of federal holidays. Republican holidays in Tatarstan, when they coincide with a regular day off, are not transferred to the next working day, as is done with federal holidays (Clause 5 of Article 1 of Law of the Republic of Tatarstan No. 1448-XII). On pre-holiday days, according to general standards, the length of the working day should be reduced by an hour.

Which holiday dates will be non-working for residents of Tatarstan in 2020:

    in January everyone rests from the 1st to the 8th (New Year and Christmas);

    in February, in honor of Defender of the Fatherland Day, there will be a three-day holiday due to the weekend - from the 22nd to the 24th;

    in March, a three-day “long” weekend from the 7th to the 9th;

    in May, according to general standards, non-working days will be from the 1st to the 5th (May Day “vacation”) and from the 9th to the 11th (Victory Day). In addition, it is noted Muslim holiday Eid al-Fitr - in 2020 it fell on May 24 - this day coincides with a weekend, but republican legislation does not provide for its transfer to a working day;

    in June there is only one holiday - the 12th (Russia Day), with a long weekend from June 12 to 14;

    in July, an additional non-working day was introduced in Tatarstan - the 31st (Eid al-Adha holiday);

    in August there will be no additional days of rest, Republic Day (August 30) falls on a day off, there is no transfer;

    in November, people vacation in Tatarstan more than in other constituent entities of the Russian Federation - the all-Russian Day of National Unity is celebrated on the 4th, and the Constitution Day of the Republic of Tatarstan is celebrated on the 6th.

The production calendar 2020 of Tatarstan with holidays (six-day and five-day) is presented below (republican holidays are marked in yellow):

The standard working time is determined taking into account the requirements of the Labor Code of the Russian Federation according to the schedule of a five-day 40-hour working week.

The production calendar for 2020, valid throughout Russia, provides for 248 working days and 118 weekends and holidays (a total of 366 days in 2020). The standard working time is 1979.0 hours with a 40-hour week. In Tatarstan, in 2020, the number of working days is 246, and non-working holidays and weekends are 120, so the annual working hours will be 1961.0 hours (with a 40-hour week).

Due to republican holidays, residents of Tatarstan will have 2 days more rest in 2020 than residents of other regions, and in hourly terms, the standard working time in Tatarstan will be 18 hours less than the all-Russian one.
